Who We Are

Our Mission

Our mission is to provide supportive, community based, family placements for children and adults who are not able to live with their own families. The agency encourages and supports all individuals to achieve their maximum potential for independence in all growth and progress areas using a person center plan approach. In addition to placement, this agency also provides services that lead to a permanent living arrangement for children in the child welfare system The agency also helps families avoid out-of-home placements by providing counseling and
other supportive services to them. The agency provides for the safety, permanence, and wellbeing of individuals while following the guidelines, rules and regulations of the referring counties, the state of Pennsylvania, and the federal government.

Who We Are

Family Care Services, above all else, is an agency that values family. It’s even in our name. As a family-owned, private, non-profit, social services agency in existence since 1977, our focus is on ensuring that children and adults are able to thrive in a family-setting, whether it is their own or another temporary or permanent family. We believe that in most cases children and adults are healthier and more successful when residing in a family home than in a shelter or group setting. We respect the families that our children and adult clients come from, and we value and
support our resource families and caregivers.

Our staff not only believe in our mission, but our founder and senior management, as well as some other staff members, have all lived it, having been approved resource families or caregivers for children and adults at some point in their lives. Our programs include Life Sharing, Foster Care, Adoption, and Family Based Mental Health Services, which we provide to children, adults, and families in Franklin and other nearby counties. Our programs are governed by state and federal regulations and licensed in PA by the Office of Developmental Programs (ODP), Office of Children, Youth, and Families (OCYF), and Office of Mental Health and Substance Abuse Services (OMHSAS). Our Adoption and Permanency Program is an affiliate of the PA Statewide Adoption and Permanency Network. Funding for our services comes from county and state agencies, as well as fundraising efforts for our adoption program. FCS staff members participate in community-wide partnerships and collaborations to help increase awareness and keep services growing and improving throughout the area.
